Administrative Stipulation For Foreign Students
Xuzhou Medical College

Admission Procedures

1. When registering at the Office of Foreign Affairs, take Student Acceptance Form along with JW202 Form.

2. Attendance at the lecture introducing the college and the relevant systems is mandatory.

3. Registration, teaching materials and accommodation fees must be paid at registration.

4. An accommodation contract must be signed after been showed to designated dormitories. Bedding and other supplies are provided by Xuzhou Medical College.

5. Your health certification must be presented to the Xuzhou Police Office. If you do not have a health certificate or if you haven’t the required information on your certificate, you need to have a physical examination. If failing to pass the health examination, you must return to your own country immediately and pay your own travel expense. According to the college’s stipulation, all of the students must take part in the health insurance and hand in the fees at the same time.

6. If you intend to study more than one semester at Xuzhou Medical College, you must pay tuition and accommodation fees within the first two weeks of each semester. The students who fail to register and pay off the above fees within the fixed time are regarded as truancy and must pay for late fee.

7. The students who can’t register in time should go through the formalities of asking for leave, which is regulated to within two weeks. The students who failed to register during the first two weeks of each semester, shall be treated as withdrawing from the college of his/her own accord.


Expenses

1.If you have not signed contract with the college or are not an exchange student but rather here at your own expense, you are required to pay the following:

1. Registration Fees
2. Tuition (accommodation fees and book fees are not covered in the tuition fee).
3. Teaching materials fees.
4. Accommodation Fees.
5. Insurance Fees.

2. The tuition fees and the accommodation fees must be paid during the first week of each semester. The students who can’t pay the fees due to special reason in the limited time, must pay the fees during the limited time been allowed. The students who do not pay the fees in the limited time will hand in extra money as late fee.

3. Apart from accommodation fees, other fees paid will not be refunded in principle.

4. All of the above fees can be paid in RMB currency.

5. The students who want to leave the college in the first month of each semester will have 80% of the tuition refunded to him, and 50% from the second to the third month, 30% from the fourth to the sixth month. After six months nothing will be refunded.

6.Nothing will be refunded to the students who are expelled from the college.


Suspension of Studies

1. If, for any reason, a student has to suspend his/her studies due to urgent business or illness, a Suspension of studies form must be filled out. The time limit is usually one year.

2. A written application is submitted to the Department of Registrar and the Office of Foreign Office. After receiving permission, the student will receive a suspension of studies certification. Upon receiving the certification, the student must complete departure formalities.

3. If the student suspends his/her studies due to physical illness, upon resumption of studies, a health certificate issued by a hospital in the country of origin must be submitted to the Office of Foreign Office two months ahead of resumption of study. Studies can be resumed only after permission granted by the college. A health re-examination is also necessary before resumption.

4. If the student suspends his/her study due to urgent business, upon resumption of studies, some certificate must be submitted to the Department of Registrar and the Office of Foreign Affairs some time ahead of resumption of study. After receiving permission, the student will join the next grade.


Termination of Studies

1. Students should leave the college if any the following situations occurred:
1. Do not go through resumption formalities when the suspension time is expired.
2. Truancies in each semester add up to 50 periods of classes.
3. Cannot pass health re-examination on resumption of studies.
4. Serious diseases are diagnosed that cannot complete studies.
5. Caused severe disability accidentally that cannot continue studies.
6. Breach the principle or commit grave mistakes that should be dispelled or above according to college regulations.
7. Demand leaving the college.

2. Students are not allowed to resume studies in general if leave the college for the above reasons. But for any special reasons, the students are allowed to study as probationers after the resumption application submitted with parents’ idea written on it that checked by the Department of Registrar and approved by the president. Students can resume studies only after passing the probation studies.

3. Students are only allowed to leave the college after the opinions posed by the Office of Foreign Affairs are checked by the Department of Registrar and approved by the president.

4. Students who are allowed to leave the college should go through the leaving formalities within two weeks.

5. Leaving Certification is submitted to students who leave the college. Students can get school leaving certificate after more than one-year study and pass examinations of all disciplines. Students who leave the college without permission or do not go through leaving formalities within the limited time cannot get any certificate with their status signed out.


Departure Procedures

1. When you graduate from the college or leave for other reasons such as transfer to another University, interrupt or terminate your study, you must fill out the departure form in the Office of Foreign Affairs, settle all unpaid bills and return articles loaned to you by the Office of Foreign Affairs and cooperation such as bedding, books, some certificates etc.

2. If you have received notice to leave the college, you must do so within two weeks of
reception of the notice.

3. If you depart the college during the study period, you must report to the Office of Foreign Affairs or yourself will be responsible for any consequences.


Class Discipline

1. Students should enter classroom 10 minutes before class and be well prepared.

2. Students must respect their teachers, abide by the class order and obey the teacher’s arrangement. Students are expected to listen carefully, power off the mobile, refrain from side conversations, avoid pranks and other behavior, which may disturbs the class.

3. Students are not allowed to be late or leave class early. The students who arrive late are not allowed to enter without permission. The students who arrive more than 30 minutes later will be refused to enter. The teachers are entitled to allow or refuse the student to enter. The students who are refused entry will be treated as truant.

4. No smoking or eating is permitted in the classroom at any time.

5. Slippers and waistcoat are not allowed.

6. School property and equipment must be cared for properly. Classrooms should be clean, tidy and students are not allowed to write on the desks, walls or deface in any other way.


Attendance

1. Students should consciously observe discipline, should not be absent without reason and must receive permission for any absence due to urgent business or sickness.

2. 1) Except for emergency cases, sick leave permissions require a certification provided by the college hospital. If the sick leave is within a week, students can ask for leave to the grade teacher. If it extends over a week, a written report should be submitted to the Office of Foreign Affairs.
2) For a business leave, a written request is necessary. Casual oral requests are not allowed. For a business leave of over one week, a written report to the Office of Foreign Affairs is necessary and leave is taken after permission is granted. The student who is absent without permission is regarded as truant.

3. To ensure the normal teaching sequence, the students who is late for class or leaves early three times is considered as truant.

4. If a student is absent with or without permission for an accumulated time of one third of the total class hours of all subjects, he/she is not allowed to participate in the exam or make up the exam in that subject.

5. If a student is on sick or business leave for an accumulated time of 8 weeks in one semester, his studies should be suspended. The student who is unable to study because of sickness or urgent business is allowed to suspend his studies if he has made a formal application. The longest period allowed for suspension is one year. If a student does not return at the proper time, he is considered to have terminated his studies.

6. The foreign students enjoy summer and winter vacations and Chinese festivals. If, in addition to this, there are important holidays or festivals in one’s country of origin, the foreign student may ask for leave and receive permission accordingly but one to three days each time, no more than twice each academic year. The teachers are under on obligation to make up lessons.

7. The student who is absent without permission or doesn’t return to the college on time, or leaves school without permission before classes are officially over, he shall be subjected to the following punishments:
① Absence for 20 periods of classes each semester will receive warning as punishment.
② Absence for 30 periods of classes each semester will receive demerit.
③ Absence for 40 periods each semester will be placed under observation by the college to determine whether or not the student should be dismissed from the college or not.
④ Absence for 60 periods of classes each semester will be dispelled.
⑤ The student who ignores school regulations, is absent from class, is late, leaves early very often without permission, destroys public properly, fights with others etc. Shall be criticized, warned, given demerits or placed under observation until he or she is dismissed.
The student placed under observation by the college can regain normal status if within one year he can correct his behavior and make progress in his study. Otherwise, he must return to his country of origin.
If the college makes the above decision, the students, the Embassy of his country of origin and his family will be notified in written form. He must leave immediately.

8. If a foreign student desired to travel outside Xuzhou during vacations, he should register in the Office of Foreign Affairs and giving notices the destinations and date of return.


Teaching Management

1. The curriculum examination and result record

① Students should attend all of the theoretical and practical examinations in five and half years. Elective subjects are given a “ pass’’ or “ fail ”. Compulsory courses are given results according to the hundred-mark system with 60-mark-pass.

② Examination should be exerted at the end of each semester. The final result is decided by the ratio of the last examination paper and the ordinary behavior, which is confirmed by the Office of Foreign Affairs. The ordinary marks accounts for 10-30% of the total marks.

③ Elective courses must be finished before the examination weeks. And its final result is comprised of homework, the chapters’ quiz, practice reports and final examinations etc.

④The mark of re-studying subject should be regarded as that of a make-up examination , that is, pass or fail.

2. The re-studying, makeup examination, and suspended examination:

① Students must attend makeup or apply for re-studying the failed courses. Makeup of a subject can be attended for no more than two times. 180 RMB is paid for each makeup examination. !800 RMB is paid for re-studying one subject. There is no new class opened for re-studying.

② Students who have been absent from class because of illness or other reasons must apply for suspended examinations before the exam, which can only be effective after permitted by the Office of Foreign Affairs. Students who were absent from because of sickness must obtain a certificate from the hospital as proof.

③ Students who are caught cheating, absent without permission during examinations or canceled the qualifications to attend examinations will be given a zero mark. Those students will be given only one chance to attend the makeup with a fine of 350 RMB and a disciplinary warning. If they failed again, the Department of Registrar and the Office of Foreign Affairs will meet and make a decision together.

④ If the students can’t attend the examination due to the reason that they need to go back to their own country, the college will not arrange a special exam for them, and they will attend the examination with the next year students.

⑤ The student must attend all of the stipulated practical classes and arrive on time. The student who is absent from practical classes more than one third of the total classes will not be allowed to attend the final examination and must re-study the corresponding courses.
⑥ The student must hand in his /her homework on time. Those who can’t will have a deducted mark. The student who plagiarizes others’ homework has to do it again and a deducted mark.

⑦ The student who can’t hand in the given homework, and the experiment report within one week after the end of each experimental class will not be allowed to attend the examination of that subject.

3. Upgrading or degrading

① Every academic year, students must complete all the curriculums according to the teaching stipulation. After passing the exams (including makeup), they can be permitted to upgrade.

② After makeup, those who still failed to pass 3 subjects or 2 major subjects in a semester, must be forced to degrade.

③ For subjects been taught in more than one semester, if a part is finished each semester, it is calculated as one subject. Practical class is also regarded as one subject.

④ Dissertation or graduation practice shall be considered as one subject.

⑤Degraded student must re-study all subjects and attend the exams. Previous examination results will be cancelled and new results recorded. If the students failed to pass the exam they should attend makeup.

⑥ In order to train qualified medical practitioners , the college decides the ratio of degraded students according to International convention and the actual situation. The degraded students have to study with the next year students. If they still fail to upgrade they will be expelled from the college.


4. Clinical Practice

① The clinical practice is a very important part of the whole five and half years medical course. The students can choose to practice in governmental or private hospitals that must be approved by the government in their own country or other countries

② The hospital should be chosen and contracted by the students themselves. The practice lasts one year.

③ The student who failed to pass any two subjects of internal medicine, surgery, pediatrics, gynecology and obstetrics or failed to pass the makeup examination are not allowed to go to the practice, and have to re-study the same subjects with the next year students. If they passed the makeup examinations of subjects above mentioned but failed to pass some clinical subjects, they are allowed to go to practice, but they must come back to the college after half a year and attend makeup examination of the corresponding subjects.

④ Before the students go to the clinical practice period, the students should hand in $500 as administrative fee and clinical skill training fee, and they must attend the clinical skills training courses for 3-4 months. Only after they pass the examination of the training course, are they allowed to begin the practice. The practice fee will be submitted to hospitals in which the students practice.

⑤ If the students would like to practice in hospitals of our college, they must pass the band six HSK test.

⑥ The clinical practice must be performed strictly according to the practical outline. The summary and stage exam of every department must be fulfilled in written form otherwise the students will not be allowed to attend the graduating examination.

⑦ After clinical practice, the students will return to the college with the hospital certificate and attend the graduate examination.

6. Graduate, degree and certificate

① Completing all the provided curriculum, students can be awarded their diploma certification.

② Undergraduates can be awarded their bachelor degree according to the related temporary rule of People’s Republic of China.

③ Students who were published by a written warning or are under observation can not get their bachelor degree.

④ Students who failed to pass the same subject during re-studying it for twice would get the last chance of examination of the same subject. If failed again, the college will only confer study in college certificate.


Residence Permit and Visa

1. The foreign student in China should submit his health certificate to Xuzhou Police office or have his health checked up at Xuzhou Quarantine Bureau as soon as possible so that he could receive a health certificate issued by the Bureau. With this certificate issued by the Quarantine Bureau, a valid passport, photos, application forms written by the college and the JW202 form, he may apply within 30 days to the Government Visa Administration Office for a residence permit. The term of this permit usually coincides with the time of study for which the student is registered. If the time of the residence permit needs to be extended or changed in any way, the student himself can apply to the police one week ahead of the expiration date after receiving permission from the college. The student who allows his residence permit expire will be fined.

2. If a foreign student plans to leave China and return for further study, he must obtain permission from the college and apply for a re-entry visa before leaving the country. Otherwise, he will not be allowed to continue his study.

3. Visas, passports, residence permits, student ID cards etc. should not be damaged and violators will be punished. Residence permits should be well cared for end, if lost, it should be reported in the newspaper and invalidated by the proper officials. The student should apply for a new residence permit and pay the proper fees.

4. The foreign student may travel to open areas in China during the festivals and holidays. He should notify the Office of Foreign Affairs of his destination prior to his travel dates and go through the formalities of traveling by him and pay his own traveling expenses. According to government regulations, foreign students traveling to open areas do not need a travel certificate but travel to closed areas need a travel certificate. Travel to closed areas without authorization is illegal.


The Moral Activity Regulation

1. Students should abide by Chinese law and regulations and college rules. Every activity to obstruct Chinese social orders, or violate other person’s rights or do harm to the Chinese safety and benefit is forbidden.

2.Students are prohibited to participate in illegal activities. Any kind of religious activities are forbidden in the campus.

3. Foreign students from different countries, different nationalities should respect each other’s customs and traditions. Discriminating or humiliating others is forbidden.

4. Students are prohibited to form personal-interest clique, and fighting. Once discovered, students involved will be punished severely or even expelled.

5. Students are expected to behave properly, be clean and tidy. No disheveled hair, clothes or dirty face. Students are forbidden to go to class or other public places with slippers.

6. No advocating students to go to di bar, dance hall, or other entertainment place. If any kind of unexpected incidents which have something to do with the students happen in these places, the students will be published according to the Chinese law and corresponding legal procedures. The college will undertake no responsibility for the students. And the students will be given warning according to specific situations.

7. Violating behaviors, for example, stealing other’s property, will be published severely. If student’s behavior has broken Chinese law, he will be transferred to the judicial department.

8. Students are forbidden to engage in business activities or do any kind of job illegally. Once discovered, students involved will be transferred to the corresponding departments and will be given disciplinary action.

9. Students should be active in participating activities organized by the college or class. Without permission, absent students will be regarded as skipping class.

10. Please protect the trees, flowers, grass, equipment and facilities on campus. Maintain a peaceful environment at the college. Lighting fires on campus is not allowed. Please refrain from smoking in non-smoking areas.

11. Students are forbidden to distribute post, all kinds of propaganda or advertise on the campus or on the campus net. Students are forbidden to show movies, videocassettes or play religious tape openly or privately in the campus.

12. Students with unproper behavior, for example, disregarding college rules, breaking public property, disturbing public order, injuring other persons, getting drunk, fighting etc, shall be given a warning, record demerit, under observation, expelled, or fined 150-1500 RMB according to the severity of the behavior.

13. Student who are given warning, record demerit or under observation can have their punishment cancelled if they show a noticeable improvement in one year, otherwise, they will be expelled.

14. College punishment will be announced to the student who was punished and the decision about the expelled student will be informed to the embassy of his own country in China.


Regulations for Accommodations

Student dormitories are for living and study and therefore should be kept clean, quiet and safe in order to contribute to a pleasant living and study environment. All students are requested to observe the following regulations:

1. The Office of Foreign Affairs, Xuzhou Medical College supervises the student domes

2. Each student should live in the dorm assigned by the college. Changing rooms without permission or over-occupying furniture is not allowed.

3. Two foreign students share one dorm. No dorms are provided for couples.

4. The student who demands living alone for some special reason should apply to the Office of Foreign Affairs in written form and, if permitted, is allowed to move to a separate room only after paying off his prior room charges in one lump sum.

5. The foreign student should not be involved in illegal activities, which violate either Chinese law or school regulations.

6. Foreign students should observe the regulations for visitors and meet guests within the stipulated time. Visiting guest should fill in a visiting sheet, and with the manager’s permission, enter the reception room to meet students. Guests are not allowed to enter and stay in the dormitory. Violating student will be criticized, fined and punished severely.

7. Good sanitary and hygiene practices should be maintained at all times both inside and outside the dorms. Passageways should remain unblocked. Piling up in the corridor or scribbling or posting is not permitted. Clothing or other things should not be hung or placed outside the windows and things should not be thrown out the windows. Animals or pets are not allowed in the rooms.

8. Public property should be well cared for. Equipment should not be damaged, dismantled or tampered with in any way. Any damage or missing should be compensated.

9. The college supplies equipment in each dorm to every foreign student (desk, chair, bed and bedding, air conditioner, telephone etc.) These are under the care of the student living in the dorm. If any damaged or missing occurred, the student should pay for it. The student should return all things in good condition at the end of the semester or after termination of study.

10. Quiet should be maintained in the dorms. Students are not allowed to disturb other’s study or rest, for example, dancing, loud music, late parties, shouting etc are forbidden.

11. Drinking alcohol in the dorms is forbidden.

12. Students should save water and electricity. Water faucet, light or other facilities should be turned off before leaving the dorms. Students who violate the rules will be fined. Electric cooker, heaters and stoves are not allowed. Electricity should be paid accordingly.

13. Observe fire regulations all the time. Combustibles and explosive substances are not allowed in the dorms. Fire fighting equipment must be protected and maintained in good order. Every student should consciously prevent fires.

14. Students should observe the daily schedule of the college. If a student is required to be out later than the time allowed, permission should be obtained beforehand. Students who violate the rules should be responsible for any consequence occurred.

15. Students of opposite sex are prohibited to live together. Violating students will be recorded and expelled.


Off Campus Living Arrangements:

1. Students who have lived in dorms for a whole year, or students whose wife or husband are also studying at the college or accompanying the student here in Xuzhou are allowed to apply for living off campus.

2. Application for off campus accommodation must be submitted within the first two weeks of each semester. Any applications after this period will not be considered.

3. Students who must live off campus for any special reasons.

4. Students whose situations accord with the above ones must submit an application to the Office of Foreign Affairs beforehand if living off campus. Only with the permission, can students look for the apartments and sign rental contracts.

5. Students who are permitted to live off campus should report the address and telephone number to the Office of Foreign Affairs.

6. Students should register in local police station accompanied by the landlord within 24 hours.

7. Students who are permitted to live off campus should go to Xuzhou Police Station to change his residence address with the certificate from the college and the registered residence form within 10days.

8. Students who apply for living off campus should pay all previously accumulated expenses including accommodation, water and electricity before move.
